Abacus Technology is seeking a Program Analyst to providing scheduling and management support for Marshall Space Flight Center. This is a full-time position.
Independently monitor and analyze program status on a daily basis. Provide ongoing support to the PMO in terms of data management and analysis in all areas of project control and business management to include performance measures and improvements. Provide support during the PPBE process. Support performance problem-solving. Perform complex evaluations of existing procedures, processes, techniques, models, and/or systems related to management problems or contractual issues, which would require a report and recommend solutions. Establish and maintain cost/schedule baseline, develops WBSs and related dictionaries, determines Estimates At Completion (EAC), and has a complete understanding of related financial policies. Analyze Resource Loaded Networks (RLNs), implements EVM methodologies, and performs related variance analysis. Understand schedule critical path and performs related analysis. May require projections, analysis of requirements, and data analysis. Serve as subject matter expert for all aspects of EVM (e.g., WBS, EVM analysis and reporting, and IBR leadership) including establishing and maintaining a PMB, proper administration of management reserve, and meeting all requirements associated with meeting the EIA-748 guidelines.
15+ years professional experience including project analysis and support for government contracts. Master's degree in a related field. Knowledge of project scheduling as it relates to overall program management support. Able to make recommendations and provide guidance based on evaluation results. Solid communication skills are critical. Must be a US citizen.
