Job Summary and Responsibilities

The OSP Engineering Manager is responsible for the Design Deliveries of a specified FTTH program and for ensuring end-to-end efficiency toward a turnkey program. The OSP Engineering Manager leads the Local Program Design Team and will oversee OSP design efforts, coordinate the primary fielding work, produce the High-Level-Design, and produce the Low-Level-Design. They will also work with the Design Team on the requested CAD Drawing for permitting and Right Of Way application, provide pole calculation and pole attachment requirements to the facility owners, evaluate related Bill Of Materials and produces the project closeouts.

The OSP Engineering Manager will oversee the quality design deliveries, check underground and aerial drawings, check splice plans, and provide field support to construction team members and installation subcontractors for the specified market.

For Engineering and Design project requirements, this individual will communicate and work daily with the local design team, the national KGP Engineering Department and KGP Services Offshore Design Department and assist with all aspects of project coordination and scheduling.

For project and construction requirements, this individual will communicate and support daily with project team members from various departments and assist with all aspects of project coordination and IT tools development.

Ability to manage tight deadlines, manage multiple workflows through various stages of the project life cycle, maintain accurate records, and provide progress reports are important elements to be successful in this position. It is also important this individual can calculate the global and individual productivity of their team.

In addition, this role is responsible to support business improvement by meeting personal and departmental goals and objectives timely and effectively.

ESSENTIAL DUTIES & RESPONSIBILITIES include the following: other duties may be assigned:

    Fielding Works Data inputs
  • Fielding Works deliveries for Living Units, poles, underground specifications, existing facilities.
  • High Level Design for OSA and PSA
  • Low Level Design per PSA
  • Pole attachment and calculation
  • Underground CAD drawings on Right of Way
  • Design fiber route and create necessary splicing prints and work orders for internal and external teams
  • Engineer/design outside plant construction
  • Provide data and assignment to the construction team
  • Assist in the planning, analysis, design and engineering of outside plant network structures and facilities
  • Skillfully communicate to establish and maintain positive and productive working relationships and drive projects to completion
  • Actively engage with internal partners to ensure timelines and cost/expense thresholds are met
  • Perform administrative work relating to projects and assignments
  • Identify pole ownership, right of way and permit requirements
  • Identify and communicate issues and assist with resolutions
  • Follow best-practice project planning and status reporting standards per established processes
  • Minimize errors and inefficiencies
  • Prepare project and program statistics and reports
  • Calculate the productivity of the Engineering and Design Team and optimize its profitability.
  • Review and resolution of correspondence and sensitive documents
  • Coordinate communications plans including email, newsletters, and presentations.
  • Work with state, county and local jurisdictional agencies, utilities, canal districts, railroads, and governmental authorities to obtain approval of proposed placement of OSP facilities.
  • Have the ability to recognize/identify Engineering design drawings, and the ability to take field notes, if necessary.
Qualifications
  • 3-5 years of in depth knowledge and experience with OSP Engineering, including underground and aerial design and placement, development of fiber splice plans, OTDR and PM/LS testing, OSP materials sourcing, NESC rules and regulations applicable to communications networks is required.
  • Experience managing a team is strongly preferred
  • Proficient with Microsoft Word, Excel, Outlook, PowerPoint, and SharePoint
  • Proficient with QGIS, ARCGIS, IQGEO, SIG, AUTOCAD
  • Strong organizational and time management skills
  • Strong written and oral communication skills
  • Ability to handle and prioritize multiple tasks
  • Must be resourceful, flexible and maintain the ability to react and respond quickly with a focus on accuracy and details.
  • Displays initiative and strong sense of personal motivation as well as responsibility.
  • Knowledge of the principles, methods, processes, and applicable regulations.
  • Knowledge of working with government agencies, jurisdictions, and right of ways
  • Experience with permit applications/documents.
  • Knowledge of relevant technology and equipment. Must have good judgment, decision-making ability, and attention to detail.
